Summary of proceedings during the plenary of the Bauchi State House of Assembly presided over by the Speaker, Rt Hon. Abubakar Y Suleiman, today, 29th August, 2023:
1. Votes and proceedings of Thursday 24th August, 2023 were adopted as amended by the Honourable House as moved and seconded by the Majority Leader Hon. Saleh Hodi Jibir (Disina Constituency) and the Deputy Majority Leader Hon. Babayo Muhammad (Hardawa Constituency).
2. The Honourable House received a message from the Executive Governor of Bauchi State His Excellency Senator Bala Abdulkadir Muhammad forwarding the name of Mr. Ishaku Yankari as nominee for confirmation as Auditor General of Bauchi State.
Presenting the message of the Governor, Majority Leader said that the letter comes after the Honourable House rejected the one earlier sent of the matter because of it didn't follow the procedure of the Honourable House.
The Speaker said they rejected the previous letter because it was signed by an unauthorized person and now that the letter is signed by the Secretary to the State Government in accordance with the House Rule, the Honourable House will go ahead with the legislative processes on the matter. The Honourable House refer the screening of the nominee to the House Committee on Public Account. The Committee was given oke week to report back.
3. The Honourable House received a petition from one Munkaila Y Abubakar against the nomination of of Mr Ishaku Yankari as substantive Auditor General of Bauchi State.
The Deputy Chairman of House Committee on Public Petition Hon. Habibu Umar laid the petition before the Honourable House.
The Honourable House refers the petition to the House Committee on Public Petition and House Committee on Public Service.
4. Member representing Azare/Madangala Constituency Hon. Zakariyya Saleh moved a motion calling on the Executive Arm to construct a drainage system at the Tatari Ali Market Azare in Katagum Local Government Area.
Leading debate on the motion, Hon. Saleh Zakariyya said that, Tatari Ali Market is the most popular and biggest market in Azare which attracts a significant number of visitors from all over the State, however, the market has been experiencing flood incident annually due to the absence of
a good drainage system which is exposing it to substantial risks during every rainy session.
According to him, the market is now in danger as rain floods shops and traders are losing goods worth millions of naira to the flood every year.
"Mr. Speaker Sir, my Dear Colleagues, the flood usually came into the market when its volume could not be contained by the drainage in the area and the situation is seriously affecting the business activties of the market thereby giving sleepless nights to the traders. There is no doubt that, we have tried our best and we couldn't stop it and if the rains continue more harm will be done to the market if nothing tangible is done." He said
Hon. Zakariyya Saleh explained that since the protection of the lives and property of all citizens is bestowed upon the government's shoulders, it is significant for the State Government to urgently intervene by constructing a good drainage system, to save the situation.
He craved for the resolution
the Honorable House to call on the
Executive Arm of Government to urgently construct a good drainage system at Tatari Ali Market Azare in Katagum Local Government Area with a view to
addressing the flood menace.
While seconding the motion Hon. Dr. Nasiru Ahmed Ala Chinade/Madara Constituency) said that as an indigene of Katagum Local Government who lived and worked in Azare is aware of the situation in the Market. He commended the Member for moving the important motion which said is a sign of good representation. Hon. Ala added that the situation requires the concern of the Honourable House.
5. Member representing Ganjuwa West Constituency Hon. Garba Adamu Kawu moved a motion calling on the State Government to construct a 30-kilometer feeder road from Gadar Maiwa of Ningi Local Government Area through Filin Shagari, Bakinka-Naka, Sumu Wild Park, Ringim and Kafin Madaki the Headquarters of Ganjuwa Local Government Area.
Leading a debate on the motion, the Member said that the motion is coming as a matter of serious necessity because the road that links Gadar Maiwa to
Kafin Madaki through Bakin Kogi is the only major connecting point for a lot of farmers and their huge products of all sort linking them up to the popular Sumu Wild Park.
According to him, the Sumu wild
park serves as one of the melting point where people from all walks of life, within and outside the country visit for economic, ecological, research and recreational purposes.
"Mr. Speaker sir, it may interest you to know that farming within this axis is all year round; raining season and dry seasons, but the cry of the people is that their productive labour and plenteous product yields, as they are expecting from this year's cropping circle, again, does not earn them much due to
poor and exploiting buys from their few customers who manage to brave through their rough roads and terrains, this is
always discouraging and in turn Mr. Speaker has been the major reason why their youths are leaving their communities in large numbers in search of white collar jobs that are almost non-
existent in the face of growing economic challenges.
"This road will not only serve to evacuate their farm products but as a way of opening up the locality for foreign investors from the surrounding states and beyond." He said.
Hon. Garba Adamu Kawu therefore plead with this Honourable House to show
commitment to uplifting the livelihood of the people through providing various dividends of democracy.
In his contribution, Hon. Sa'idu Suleiman Darazo (Darazo Constituency) said that the area is well known for a lot of agricultural activities and the areas were once reserved for rice farming during Late Tatari Ali Administration.
He notes that when there was access road they produced a lot of rice but when the access roads were washed the production dropped, thus if the access roads are repaired, the production will increase and enhance the economic development of Bauchi State.
Hon. Sa'idu Suleiman Darazo stated that the Sumu Wild Park was established by Muazu Administration to serve as attraction site and research centre but due to poor road network the purposes are not achieved. He therefore urged the Honourable House to consider the motion.
Hon. Dr. Nasiru Ahmed Ala Chinade Madara Constituency said that the motion is very important thus urged the Honourable House and the Executive Arm of Government to consider and approve the request.
The Honourable House unanimously adopted the motion after the Speaker put the motion to voice vote
6. Member representing Chiroma Constituency Hon. Ahmed Maikudi Yahya moved a motion calling on the Executive Arm to consider the pathetic situation of Ajili-Balen Fulani-Maladumba and Madikiri-Gubdori-Kaftara- roads in Chiroma District of Misau Local Government.
Leading a debate on the motion, Hon. Ahmed Maikudi Yahya said that that the importance of the roads linking the mentioned towns cannot be overemphasized, being the
major links, which traverse through several other settlements to
Darazo in Bauchi and other parts f Jigawa State respectively,
thereby providing access to these communities that rely on it for
the transportation of goods and services to other places.
He lamented that the contracts for the constructions of the roads, which are approximately 156.4km long were first awarded by the then Administration of Late Alh. Abubakar Tatari Ali and s1ince
then, successive administrations have made several attempts to
ensure the execution of the said projects, but unfortunately these efforts have not yielded the desired results.
According to him, the construction of these new routes will serve as an economic boost for commuters, and thus, facilitate the transportation
of agricultural produce from the affected
communities to other parts of the State and beyond and also serve as a catalyst for economic growth, reduce negative
environmental impacts, and improve the overall standard of living of the host communities and the State in general.
"The construction of the new
roads, will not only be crucial to the economic development of the State, but also ensure the safety and security of the people. Further neglect by the government of such important and strategic projects will not only continue to cause significant hardships to the people of the area, but negatively
affect their economic well-beings." He said.
Hon. Ahmed Maikudi therefore urged the Honourable House to call on the Bauchi State Government to construct the roads and urge the Ministry of Works and Transport to include the construction of the said roads in the 2024 budget
estimates, prioritize funding for the projects and award the contract to a credible company and ensure its timely
completion to alleviate the sufferings of the people. He also prayed that the Honourable House will mandate the House Committees on Works and Appropriations to ensure compliance.
While seconding the motion Hon. Yusuf Abdullahi Maiyadi (Itas/Gadau Constituency) urged the Government to consider the situation of the areas.
The Honourable House unanimously adopted the motion after the Honourable Members voted in favour.
7. The Honourable House adjourned to tomorrow 30th August, 2023 as moved and seconded by the Deputy Majority Leader Hon. Babayo Muhammad and the member representing Shira Constituency Hon. Auwal Hassan.
